		<description>creat a new tax - call it citation and fine tax - stucture this tax on all fines and citations issued in the state of minnesota by the justice departments in all countys after  the fines and court costs have been imposed add to  the end of total costs a tax that is equal to the state sales tax for thar county - all added moneys would be alocated to the public school districts in that county. property owners have been brow beat for so long.</description>
